Australia and its Allies already have capable commercial and Defence logistics providers, established procurement platforms and extensive warehousing and distribution networks. The problem is that these systems are primarily designed to execute known demand under broadly predictable operating conditions. In a contested environment, multiple assumptions can fail simultaneously: suppliers may become unavailable, transport routes may be denied, communications may degrade, infrastructure may be damaged, inventories may be inaccurate, cyber activity may compromise trusted data, and demand may change faster than conventional procurement processes can respond.
